Sovereign Welcomes Dan Lucey, PE, LEED AP as Senior Engineer to Utility Program

Dan Lucey

Dan brings 20+ years of experience with utility and private sector clients, focusing on environmental engineering, land planning, and regulatory permitting and compliance. Dan specializes in the preparation and processing of permits required to comply with the Clean Water Act, Endangered Species Act, National Historic Preservation Act, Bald and Golden Eagle Protection Act, National Environmental Policy Act, Chesapeake Bay Preservation Act, and NPDES requirements, as well as various state and local preservation laws and ordinances.
Dan’s professional and educational background in environmental engineering has put him in a unique position to assist clients in obtaining the environmental approvals needed for land development projects.
As an engineer, he understands the practical and economic constraints of land planning. As a regulatory specialist, he is knowledgeable of local, state, and federal regulations and helping clients navigate through a wide-array of environmental challenges associated with construction projects. Dan has extensive experience in the application of the regulatory Codes of Virginia, Maryland and Washington, D.C. as well as CFR Sections 401 and 404 of the Clean Water Act as they pertain to the permitting of impacts to wetlands and waterways. Additionally, he has expertise in the following areas: Resource Protection Area Plans; Water Quality Impact Assessments; Environmental Quality Corridor Studies; and, Existing Condition Plats and Environmental Constraints Evaluations.
Dan is a licensed Professional Engineer in Virginia, Maryland, and Pennsylvania and a LEED® Accredited Professional. He holds a Master of Science degree in Civil Engineering from Virginia Polytechnic Institute and State University and Bachelors of Science degree in Environmental Engineering from Rensselaer Polytechnic Institute.
