Sovereign Welcomes Doug Stout as Program Manager of Mine Hill, NJ Office

Doug Stout

Mr. Stout brings 33 years of experience in managing a diversified portfolio of environmental projects from site discovery through remediation, under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) commonly known as Superfund, the Resource Conservation and Recovery Act (RCRA), the New Jersey Site Remediation Program (SRP) and Industrial Site Recovery Act (ISRA), and various other state environmental programs. Many of his projects are the result of comprehensive environmental due diligence activities he managed on behalf of his clients. Doug has managed and supported environmental projects in AK, AZ, CA, CO, CT, DE, FL, IL, MA, MD, MN, MS, NJ, NY, OH, PA, PR, SC, TN, TX and VA of the United States, and internationally in Belgium, Bermuda, Canada, Chile, China, England, Finland, France, Germany, Hungary, Ireland, Island of Curacao, Italy, Jamaica, Japan, Poland, Russia and Sweden. The projects cover a number of market sectors including manufacturing, petrochemical, ports and harbors, utilities and various government agencies. Doug earned his B.S. and M.S. degrees in Environmental Engineering from the New Jersey Institute of Technology and is recognized as an expert in using statistical and spatial modeling tools, such as geostatistics, to accurately depict and quantify a number of parameters and constituents over a variety of environmental media. As part of his project experience, Doug has worked with the United States Environmental Protection Agency (USEPA) in Regions 1, 2, 3, 4 and 7, the USEPA National Emergency Response Team, and state environmental agencies such as the Delaware Department of Natural Resources and Environmental Control (DNREC), the Illinois Environmental Protection Agency (IEPA), the New Jersey Department of Environmental Protection (NJDEP), the New York State Department of Environmental Conservation (NYSDEC), the Pennsylvania Department of Environmental Protection (PADEP) and the Texas Commission on Environmental Quality (TCEQ).
